Dr. Elizabeth Yip Blanchard’s wide-ranging philanthropic work has reached into the world of education, arts, veteran affairs, the environment, politics, and more. For all Liz has done in support of the community, the Stockton Council of the Central Valley Association of Realtors & the Greater Stockton Chamber of Commerce selected her as the 64th Stocktonian of the Year.

Holding education in the highest regard, Dr. Blanchard received a doctorate in psychology from the University of the Pacific and taught for nearly 40 years. She also maintained her own psychology practice, and retired Professor Emeritus of the San Joaquin Delta College Psychology Department and the University of the Pacific School of Education. Dedicated to serving her students, Dr. Blanchard served as a board member on the Delta College Foundation, the fundraising arm for the college. As Assistant Dean of Bilingual Education at University of the Pacific, she represented many students in need.

Liz Blanchard’s compassion for her community led her to serve eight years on the Stockton City Planning Commission and two years as a San Joaquin County Planning Commissioner. In 2008, Liz was appointed by the San Joaquin Board of Supervisors to the Port of Stockton Commission. She has served two terms as chairperson and recently was appointed as the President of the Association of Pacific Ports (APP), which encompasses Asian ports like Taiwan, Guam, and the Samoan Islands.

Liz Blanchard has performed endless service to the City of Stockton through the decades. She served as President of the Disabled American Veterans Charities of San Joaquin County, Cathay Club, and Co-president of the Chinese Cultural Society of Stockton. She served two terms as president of the Chinese Benevolent Association (parent of all Chinese family associations in San Joaquin County) and remains on the Board.

Diversity is the key with other Board positions and affiliations: Central Valley Asian Chamber of Commerce (CVACC), American Filipino Educators Association, Filipino American Lions Club, Asian Pacific Islander American Public Affairs Association, Community Education Foundation (APAPA-CEF), American Legion Women’s Auxiliary, Jene Wah Senior Center and Soroptimist International to name a few.

She feels she has been blessed with two good men in her humble life: Lawrence L. Lee was a local businessman and father of her three children, and Colonel Joseph L. Blanchard, US Marine Corp and past president of San Joaquin Delta College. Liz raised two sons and one daughter to successful careers and has three grandchildren and two great grandsons.

Additionally, Blanchard has been recognized with several awards, including UOP Educator of the Year, Susan B. Anthony Community Service Award, Chinese Cultural Society of Stockton Citizen of the Year, Soroptimist International Outstanding Business Woman of the Year, and Delta Kappa Gamma Educator of the Year.

Blanchard is known for giving wisdom to those in need of guidance. She is a strong believer that no matter what has happened to you in life and no matter the family you were born to, regardless of life’s circumstances – “you write your own script in life.” She advises others not to allow anything from their past to stop them from achieving all their goals and reaching their dreams.
